Site Establishment Works

Streich Avenue compound (August 16 – September 2020)

From 17 August 2020, site establishment works will start at the site of the closed unofficial car park including fencing the site and contractor mobilisation. The site establishment will create a lay down area for contractors. 

Third and Railway avenues compound (August 10 – November 2020)

The new site offices are being set-up at the Third and Railway avenue compound, which will involve new fencing, installing services and the site offices themselves. Work will also begin to remove some trees for the Third Avenue realignment.
Every effort will be made to minimise impacts, but there is expected to be some noise, vibration and local road impacts.
All work will follow approved management plans.

Night Works

Road median removal on Albany Highway from north of Streich Avenue to south of Davis Road  (August 24 – September 2020)

 
Night works will take place to remove the centre road median along Albany Highway in the Kelmscott town centre. Night works are required to minimise traffic impacts on Albany Highway. 
 
Works will take place between 8:00pm – 5:00am. 
 
Traffic management will be in place along Albany Highway, and every effort will be made so that work can be carried out safely with minimal impacts. Every effort will be made to minimise impacts, but there is expected to be some noise and vibration impacts.

Western Power Infrastructure Work

Work will soon start in the area including removing, relocating and updating Western Power infrastructure.

In several places along Railway Avenue, Third Avenue, Slee Avenue and Bray Street, Western Power will underground their existing distribution network. This will result in the removal or relocation of a number of existing power poles and overhead lines. 

Work will start in August 2020 and run through to November 2020. Western Power are permitted to work between 7:00am and 7:00pm from Monday to Saturday and during this time you may experience construction noise, dust, temporary traffic obstructions or power outages.

There may also be impacts to local roads to ensure work can be carried out safely. On-site traffic management, as approved by the City of Armadale, will assist with minimising impacts.

Upcoming Power Outage – 4 October 2020

Power will be turned off at selected properties while Western Power works take place to underground the existing overhead power lines.

The outage will take place at properties between 2907 - 2945 Albany Highway and 4 - 25 Church Street, Kelmscott between 8am and 4pm.

There will be no power to your house or business during these hours. Please note these outages are subject to change by Western Power due to safety, weather events and faults that present a risk.

Upcoming Works

Upgrade of Albany Highway, Gilwell Avenue and Fancote Street (September – December)

In the coming weeks traffic management will be set up to relocate and replace a water main on Albany Highway.

Upgrades to Albany Highway, Fancote Street and Gilwell Avenue will include utility services relocations, footpaths and pavements.

Albany Highway will be reduced to one lane of traffic in each direction with traffic management in place.

Large machinery on Albany Highway and Fancote Street will be used to excavate the existing road surface to complete water main relocation works. Road reconstruction will follow.

Detours will encourage drivers to use local roads, and access to local businesses will always be maintained (through detours when required) via side roads and laneways. Working hours will be 7am – 7pm, Monday to Saturday. When required, night works will be in operation 7pm – 7am.

Clearing

Streich Avenue and Davis Road (5 October, 2020)

To allow for construction of the new underpass, footpaths and the upgrade of Davis Road to four traffic lanes, tree clearing along the western side of Streich Avenue, between Denny Avenue and just south of Davis Road will take place. The trees will be removed by professional arborists.

Works may cause vibration and noise from machinery including a mulcher, truck-mounted cherry picker, chainsaw, stump grinder, excavator, grader, water cart, semi-tippers and rollers. All work will follow approved noise and vibration management plans. Every effort will be made to reduce impacts where possible.

Albany Highway between Denny Avenue and Fancote Street (September 2020)

Six trees will be removed on the east side of Albany Highway between Denny Avenue and Fancote Street, to enable water main replacing and relocation.

The work will be undertaken by professional arborists. Whilst the activity will mainly be in the designated works area, a few car bays next to the trees will be closed for a few hours while the process of tree removal takes place.

A significant number of new trees will be planted on other streets as per the urban design and landscaping program, revitalising Kelmscott. Every effort has been made to minimise tree removal where possible.

Rail Corridor

Drilling Works

Drilling works will take place on Albany Highway, Fancote Street, and Third Avenue from 21 September to December 2020.  

Vibration and short drilling noise for environmental investigations may be noticeable.  

Bridge Preparation Works

From mid-October, fencing and bridge preparation will take place on Davis Road and Streich Avenue. Works in the rail corridor will include bridge foundations, retaining walls and new rail equipment.

Works will take place during the day and at night. Equipment and large machinery may be noticeable in the rail corridor.

Trains will be impacted by 8 hour rail shutdowns at night from 8.30pm to 4.30am. Bus replacement services will be operating during this time. To plan your journey visit the Transperth website transperth.wa.gov.au.
